Powering Africa’s Agricultural Transformation

Africa CSAM is a continental initiative dedicated to driving the next generation of Conservation-Smart Agricultural Mechanization (CSAM) across Africa. Anchored within the broader F-SAMA framework, Africa CSAM represents the region’s forward-looking vision for sustainable, efficient, and climate-resilient mechanization systems tailored to African farming realities.

Africa CSAM brings together partners, policymakers, researchers, private-sector actors, and mechanization service providers to champion a holistic approach that places sustainability, innovation, and farmer empowerment at the centre of mechanization. It highlights the continent’s commitment to modernizing agricultural systems while protecting soils, improving productivity, and ensuring that mechanization contributes to long-term ecological balance.

The Vision

To accelerate Africa’s agrifood transformation through efficient, inclusive, and environmentally
sustainable mechanization1. CSAM Africa serves as the continental knowledge and innovation
hub, institutionalizing the Framework for Sustainable Agricultural Mechanization in Africa (F-
SAMA) to unlock the continent’s vast agricultural potential.

The Challenge: Closing the Mechanization Gap

Agriculture supports over 60% of African livelihoods, yet the continent remains the least
mechanized region in the world, with fewer than two tractors per 1,000 hectares of cropland.

Current efforts are fragmented, donor-driven, and often lack regional coordination or harmonized standards. This deficit undermines productivity, rural prosperity, and the ability to attract youth to agriculture.

The Solution: A Unified Continental Force
Inspired by the successful UNESCAP-CSAM model in Asia-Pacific, CSAM Africa fills the
critical missing link in Africa’s institutional landscape. It provides a permanent, regionally
anchored mechanism to:

  • Coordinate fragmented mechanization efforts.
  • Harmonize policies and machinery standards.
  • Catalyze private-sector investment and innovation.

Our Core Pillars of Action

CSAM Africa operates as a dynamic ecosystem driving change across five strategic areas:

1. Policy Dialogue & Coordination
We harmonize national strategies with the continental F-SAMA framework, convening high- level forums for AU member states and RECs to align investments and share best practices.
Goal: Enabling environments that attract long-term investment.

2. Research, Innovation & Knowledge Hub
We serve as an open research platform, facilitating the co-creation of technologies adapted to African agro-ecologies.
Key Feature: A digital knowledge portal for data pooling, innovation briefs, and south-south technology transfer.

3. Standards & Quality Assurance
We develop harmonized regional guidelines for machinery safety and suitability, supporting national laboratories to test and certify equipment.
Impact: Ensuring African farmers access reliable, safe, and durable machinery, reducing the dumping of obsolete technology.

4. Agri-Business & Private Sector Facilitation
We promote sustainable business models, such as "Mechanization-as-a-Service" (MaaS) and custom-hire centres, to make technology affordable for smallholders.
Focus: Unlocking finance for manufacturers and supporting youth and women
entrepreneurs in the service sector.

5. Capacity Building
We deliver regional training programs for policymakers, engineers, and technicians to build the human capital necessary to sustain mechanization.

CSAM Africa is moving from concept to reality through a phased implementation strategy:

Phase 1 (Establishment)

Leveraging the AfricaMechanize platform and FAO-ACT
partnership to operationalize the Interim Secretariat and launch knowledge portals.

Phase 2 (Expansion)

Establishing regional nodes, piloting standards, and expanding training programs.

Phase 3 & 4 (Consolidation)

Transitioning to a fully independent continental centre with sustainable financing and full-scale service delivery.
